1. Sairs aren't dumb with ships
2. Sairs have traderoutes with hogosha and even samura ppl. Yes, samura coming to Crete.

So what's the problem?

Samura is basically bribing the corsairs off to get an advantage in the Sigmas, not to actually help the Corsairs. At the same time they can drop off some of their surplus food production that doesn't sell that good anymore with Synth Foods moving into Kusari.
Furthermore it's a player thing and not in the lore, so I wouldn't stretch it too far.

While we're on the subject of the Raba, can we get an increase in its cargo size so that it can counteract the Pirate Transport?

That subject is already through and the stat adjustment is already pinned down as far as I know, so no need to further discuss it until the mod update.
