I mention the "taxing" (not pirating) because of Refaello Sanzio's previous failed attempt to start regulating trade in Gallia via 'authorizations' here and here. I consider forcing traders to register and pay for a license to be a form of taxing since it impedes free-trade at the expense of the trader. Now, what I said in my previous post was speculative based on past behavior. I was predicting that since you tried before, you would try again. If you can guarantee that the Council will not be taxing nor forcing traders to register when they want to bring in Copper Ore, then I will withdraw that critique.

To answer your question, ask your friend Refaello. Ask the BAF. Ask the GRN. Lots of factions force traders to pay or get licenses in order to trade with their bases. Happens all the time. That's why I predict the Council would start doing the same.

There's plenty of stimulus. (Gold Ore, Cryocubes, Holotainers, Tobacco,...etc) It's just empty and boring. I'd say give up until the big update comes out.

This would be nice but they can't add in any new mining zones until there is a big update patch (like 4.86). At that time, all these minor issues will be moot.
