Actually they can. It is very much cannon RP for the GRN to shoot foreign traders inside Gallia. If they catch you allowing foreign traders into Gallia they'll likely use Faction Right 2 and order you to do your job. If you refuse, you'll find that you are breaking 6.10.

If you don't want to role play a GRN, go role play the Council.

As for the Corsairs robbing Gallic shipping companies...........currently the GMS and the Corsairs are on neutral-friendly terms. I could see a Corsair venturing to Gallia for some odd reason, though pirating there is not something I see them doing.

Smuggling, not piracy. But again it's impractical for corsair to get to Gallia, the way is too risky. A lone fighter could sneak-in, but a big vessel such as transport that is being shot-down almost right in the entrance by all 3 of the Gallic unlawfuls if he is trading with the lawfuls, and be shot down by Brigands anyway, since he is corsair and Brigands are correctly allies of the OCs.
