Sure why not? I will tell you why not. Too damn many lolwuts sit 5K from Manhattin to Pew Pew everyone. The NPC Patrols are only thing keeps them from being complete knobs that are OORP sitting outside of cap planets. Same go's for NB/NL/NT

And ? Then they just sit above or below the plane and do it from there.

Also, back in .85, there were enough Spyglasses, which didn't care for the NPC patrols and just shot them without taking real damage.
