I think we should force all the players of the police and military to patrol the main systems for some hours, every day!

On a serious note, people have lifes and also better things to do than just playing here. So does the pirates. Which means that, when, say, the pirate player is available, the military player
isn't, and vice versa, which result in pirates pirating without big opposition, or military patrolling without the opposition of pirates.

Or the player online limit of the server itself. Point is, sometimes there are more unlawfuls than lawfuls, sometimes the opposite happens. As for now, i would suggest, if you didn't already, to get in the Emergency chat, so you have more chances to call for help if someone is around and willing to log.
