Interesting idea. I question the motives of the BD and the GC, though. Keeping the Tau-21 Site active means that Bretonian and IMG interests approach Outcast territory, and get dangerously close the Cardamine supply route. The question has to be asked whether the GC are happy with having the Gate active, and punish the KNF, or whether they would rather stay out of the entire affair (or prey upon the convoy).
And not to stop independents participating, but only Bowex) members can have Gate/Lane Parts in their hold. Perhaps transports might like to find other necessary supplies to take to the Construction Site.
