That is the current UC faction seeking officialdom. As for active people, contact implosion or r3vange. It is in desperate need of a brush up and activity (as is all of Gallia)
There is also another UC faction that exists around there, called the La Brise family, no clue if they are active or not. Info on them can be found here:
Their RP is a bit more detailed, but they lack numbers and activity.
Overall, I'd suggest talking to all the members of each of these two factions, along with any members you might have picked up, and dedicate yourself to merging these three factions. it's the only way you guys are going to get an official status.
