Since we're talking of Murphy more than of the faction itself, I would love to see him leading it. Not like I got any reasonable suggestions, and, to be honest, I still see the Kempetai of the old times (you know what you're about) as a level that none of intelligence factions managed to achieve, so another try would come handy.
