I believe he meant that it would be unfair for the admins to create a new faction out of the blue, and then give it to a single person to be faction leader.
The way previous closed factions came about was through their officiality process, then petitioning the admins for a new ID of their own, similiar to what the reavers are trying now. (err were)
That being said, I agree.
having an awesome new faction hardcoded with bases and ID's and everything handed out with no competition would be ........well, abuse of admin powers, to be frank. And if we are going to the trouble of advancing the storyline, a storyline set forth by Igiss and not controlled by the players, why would we have a new faction, with new RP possibilities, closed off? It would be scandalous.
His second question, assuming that the ID is closed and that the faction spot isn't handed out, how would one create an unofficial faction without having access to the ID?
You would think KNF ID, but that would be both OORP, Out of the KNF's ZoI in 4.86, and would probably have restrictions on it that the Ronin ID wouldn't.
