Interstellar Lottery Commission

Alright so I've decided that this is the system I will use:

1. Tickets will cost 5,000,000 sc each
   
2. You many only purchase five (5) tickets per forum account
   
3. You must provide a screenshot of the transfer to ILC|Vault
   
4. You must also note the character name where I can transfer your winnings, should you win
   
5. You select a series of five one digit numbers for each ticket:
   

   Example: 12343, 67231, 03448

6. This will be a monthly lottery
   
7. I will use /dice 9 five times to draw the winning numbers. Depending on the number of winning numbers your ticket(s) contain you win a percentage of the pot following this tier system.
   

   Tier 1: 5 of 5 - 82% of the pot
   Tier 2: 4 of 5 - 12% of the pot
   Tier 3: 3 of 5 - 6% of the pot

8. Multiple winners per tier split their tier's pot
   
9. If there is no winner for a tier that tier's percentage rolls over to the next month's pot.
   
10. If you get all five winning numbers in the order they were drawn you win 100% of the pot.
    
11. Each month's lottery will have its own thread for organizational purposes. This is where you will post your screens showing fund transfer, character name for winnings, ticket number selection, and where I will announce the winning numbers.
    
12. The drawing will occur in the first week of the following month.
    
13. The ILC will retain 300,000 sc from each ticket purchase
