Well, it make sence for snubs... Small crafts uses Hfuel, but large, like cruisers and BS not. Like, cap ship drive using other technology, because standart system not fuel efficent. Small crafts can dock at every base and buy some fuel, altought caps uses other fuel for their engines, which can be found on cap ship maintenance bases... Cap ship fuel might be not so cheap like hfuel for fighter, but for much longer time.
For eample: full fighter/bomber fuel resource- 48 hours of cruise, (50-100k for full suply) Cruisers- 5 to 7 days of autonomiouse flyght, exact time in space (1-2 kk) BS- about 2 weeks. (3-4kk)
