Its usable with Freelancer/Mercenary/Independent trader/Researcher/etc. IDs?

Yes.

It could leave Gallia?

Um. I've never been too clear on which Gallic ID/tech combinations can go where. On the Tech Chart, the Freelancer, Merc, and Independent Trader ID rows all have "Must follow the same ZOI rules as Gallic Factions" written in the Gallic Civilian cell. The Researcher ID does not. But then I'm not up to date on the Gallic faction ZoIs, either.

Well, that's two questions out of three. I guess someone else can pop in and give input on where you can go with the proposed set-up.
