It doesn't have to be opened up so it can be active, the solution would be that the members of it and the ones that apply to the faction to devote a bit more of their time into playing that faction, but you can't force anyone to do anything with their free time so it would be mostly up to them I think
I would still love to see some more noms going around the omicrons, not just to shoot at, but it's pretty fun to RP with

Thing is that crushing majority of encounters start and end up ONLY with shooting. I can see how Order| is desperate to shoot something blue every time i log my k'hara. Most of the time i get more RP from indies than officials. Also indies tend to gank considerably less. Which is sad. One would think that official factions would hold more consideration for the player on the other side but sadly, my experience is the opposite. Not enough activity on nomad side? Sure, say that players are lazy and problem is gone.
