It's vice-versa, Corsairs are friendly with Kusari because of business partnership between them and Samura (+Hogosha) and Outcasts with Bretonia because... Actually, I have no idea.

Though technically speaking, since cardimine alters your DNA, Corsairs have more in common with every other non-cardimine affected human being than with Outcasts...
