Just because Digital Anvil was to lazy to create extra models for them, does not mean they are Outcasts.

I agree. But they lean slightly towards the Outcasts. They would be on decent terms, engaging in trade of stolen goods and the like, perhaps receiving supply. The same would go for the Unioners and the Corsairs. Not fully-blown allies, but on good terms with one another.
