Make Gallia appealing

Too many arguments on an unfinished house.
I say wait till 4.86, let it roll for a few months then
bring up whether it's necessary or not.

Since this mod is not so much about the players as the
story that Igiss is trying to pitch.
I'm not saying no one cares for the players, but it runs
on the lore that is set than what the little guy says.

That aside...Gallia is a deathtrap which I avoid. Rephacking
on my Sirian characters to be neutral to all Gallic NPCs is against
roleplay and unrealistic in Gallic space. A Sirian shouldn't
be ignored by Gallic patrols or otherwise imo. If the rewards were
more enticing then I may consider the risk worth the reward but
last time I tried that I spent more time dodging hostile elements
than actually making credits. On the RP side, it's a unanimous hate/
engaging attitude to non-Gallics there, in my experience anyway.
Which sorta limits interaction to the point where I cant help but look
at Gallia and say "Do Not Want"
No offense to the Gallic players or devs out there, it's just my own
experience with it so far.
