Maybe Sabre should be described as Outcast civil VHF, or something. I don't know...

Maybe in v4.86 ID should be checked when buying ship and weapons. And oposite: ship type and weapons should be checked when buying ID.

And maybe just maybe, Outcasts should get their own shipline.
