Probably because the person in charge of giving out the ships can't trust people to not take the restricted equipment for a spin in New York or something.

Or maybe they're totally against the idea of Conn-only ships, or the idea of Connecticut entirely. Or maybe they have a problem with sharing. Or maybe they just don't like the person who's asking. Or maybe they need to feel special by being part of the only group able to use special ships, and they don't want to negate that special feeling by giving their equipment out to someone not in that group.

I don't know. I can think of several different reasons why someone might refuse someone else access to their restricted stuff for Connecticut use. But like I said, it all depends on the person and their preferences.
