Not that I do not agree or being cynical, I think we all want to keep this server as RP server with all rules and limitation
But I do agree if this OORP thing limited to white cell only

Every Phantom ship on this server is in Bastille.

Beyond that, if you have an oorp setup and someone reports you for it, the admins will act on it. In our minds there is not such thing as a "Conn only" ship.
