The refugees you will be looking for on Holman Outpost for transportation are easy to identify.
They will all be male, of Kusari citizenship, aged between ninteen and thirty years of age.
Please approach Rikugun Chūsa. Hushi Tekada on Holman Outpost for transfer proceedure of this unit.
The rest will be pretty strait forward.

Now onto payment, as discussed with Mr Mace-san, your interest has been towards new vessels.
As such you will be authorised to aquire the rights to purchase two vessels from their respective sale points.
The vessels are as follows.

One Akegata class Heavy Transport from Planet junyo, Shokoku.

One Ryuujin class Heavy Transport from Yokohama Shipyard, New Tokyo.
