It is like in earth economy law. If you import products and sell them in your country, you are the producer of that product by law even if another party manufacturered it. For example if your product is faulty, the importer can't tell you, he is not responsible for the qualities as the importer is liable for all risks. This is how it is not: "Oh it is not working?
