To gran the technology to people without forcing them to depend on white cell permissions? Just a guess. I'd like to inquire as to how you know the reason the word ownership was not used. The Tech Chart was in use for a long period of time before you were made an admin. Do tell. Can you also inform us who actually penned the rules? Perhaps the original author can better tell us his intent with the wording than either of us, as we are only interpreting what he wrote.

Doesn't matter what his intent was, matters what the current admin teams read on it is. This is not the Constitution, we wont be having a debate about strict constructionism because it doesn't matter, what the admins decide is how the rule is interpreted. This is how the current admin team reads it.
