Un-explored systems

Amazing idea. Just one problem. The prices. A faction with their financial abilities could just buy them all while a normal freelancer who actually goes discovering most likely wouldn't be able to purchase more than one or two. So for all the biggies it would be an insta-achievement and all the others who actually want to go exploring would have to work forever to get the stuff and when they finally get there it's all known and discovered. The idea is awesome and it would most likely revive a lot. But then again it doesn't really support those it's meant to reach.

Anyone has an idea how to solve that problem? If so: Please post it. As the idea itself is the best thing I've heard in months.
