How to RP encounter with player of hostile faction

Hi there, I have a question about RP in encounters with players of hostile or at war factions (for example Mollys - BMM, Rheinland Police - Unioners, Outcasts - Corsairs and others like this). Can I shoot on them instantly? Or I have to at least shout something (e.g. "Burn in hell!" or "Wrong place and wrong time buddy, now you will die!")?

I hope that usually RP rules of fire at encounters ("All attacks must be the result of some form of role play. "Engaging" is not sufficient.") are not apllied to this because I think it is an illogical to chat with my death enemy (and what I can say to him? "Hello my hate enemy, I am going to kill you. Are you ready? Ok, lets start fight..." :-) )
