I hope that usually RP rules of fire at encounters ("All attacks must be the result of some form of role play. "Engaging" is not sufficient.") are not apllied to this because I think it is an illogical to chat with my death enemy (and what I can say to him? "Hello my hate enemy, I am going to kill you. Are you ready? Ok, lets start fight..." :-) )
You'll usually have the enemies in contact LONG before you're in firing range. Roleplay could be as simple as
Mollies encountering BMM: "Oh, look, thar be a couple of BuMMers stinkin up ol' Dub. Le's remedy that situation... Fer Molly. Fer Dublin!"
Rheinland Police finding Unioners: "Kommissar, zhere are zhose Unioners zhe base had on scanners. Vhe should eliminate zhis threat to zhe civilians here and now."
Outcasts finding Corsairs: "Oh, look, more maneaters. I hear there's still a food shortage on Crete. Perhaps your family could feast on what's left of your corpse when I'm done with you."
Just signal intent with more then two words, that's all that is really needed. If you somehow end up in a fight rightaway (such as undocking into a multifighter furball and taking fire rightaway) you can forego this: A pre-existing fight that you are joining does not require you to post engagement roleplay (although most people still do when able).
