Orbital Spa and Cruise Information

@ SpaceTime by the fact that I have created, running and playing a OS&C player group of players that want to play Orbital Spa and Cruise. No need for the sarcasm though mate, but thank you. I do have the right to make a unofficial faction.

When you re-negotiate treaties like the Curacao one, I am not sure if your player group has the jurisdiction as an an unofficial faction, to represent the OS&C as a whole.
