where are the Xeno bases?

Well, the Xenos have a whole development plan on "how to conquer the world"

Their immediate and achievable goal is routing the Junkers out of New York, later form Texas. An alliance with one of the Liberty unlawfuls is also quite probable should one (out of two left) of them go into rehab.

Anywho - if Rochester gets conquered, the Xenos will control the artifacts trade in Liberty and possibly make smuggling cardamine much harder. The next stage would be blowing up Beaumont (That one I'd atually leave alone - no real strategic value). With these objectives met - Xenos could try stabilizing the fronts in Kepler and Hudson (since Colorado is pretty much theirs to scour). When the Unioners, Hackers and Rogues get either blown up (unlikely) or the Hackers (most likely impossibility) started rolling with the Xenos, Xenos might try and move in to the Bretonia border worlds.
