To all Delegates

I would like to start by thanking Her Royal Majesty Queen Carina and her Government, for being understanding and allowing the concession, of delegates being allowed to safely traverse Bretonian Space. If some are still unhappy, entering Bretonian space there are of course other ways to get to Omega 49, so if any of you require directions or support just ask.

Now I wish to engage with the Zoner issue. During the last round of discussions, some were concerned with the amount of Zoners attending, and the Zoners were themselves were concerned about being lumped together as one group. I suggest a compromise, the three biggest groups of Zoners should be represented, i.e. The Omicroners, the Omicron Supply Industries, and the Temporary Autonomous Zoners. In addition, I propose that they are allocated one additional place, and send a representative to look after the interests of Independent Zoners. This representative could and should be briefed with the concerns of the Freeports and other Independent stations. I realise that these groups are not a homogeneous entity, but equally it would be infeasible to have a represntative from each of the Freeports. I would be interested to hear the participants views on this.

We should now also give thought to what is to be discussed at the meeting. Do we wish to continue with the programme set out previously, or do we wish for something radically different. I feel sure that both the Enclave and the Colonial Republic, wish to continue to discuss the Gallian question, as I am sure many of you do to.
