Delegates,

Before I say anything, I must note I am not as good with words as you all are, I am a solder, a pilot and a man of war, so I apologize beforehand if I say anything...out of turn.

First of all, this..summit will not be something where the delegates vote over bits and pieces to assume more power or wealth. In fact, I'll speak openly, the foremost topic is Gallia, yes, Gallia. Other disagreements and arrangements can be done afterwards in order, but the most important topic is Gallia, I'm sure you all agree on this point. It's not everyday a new House pops up and demands Sirius to bow down to them, no, this is an important matter.

The objective of this meeting is to discuss, exchange opinions and negotiate. I very much doubt there will be any voting in a meeting as large as this, there are too many parameters. There might be wars, alliances, conspiracies and hatred between the delegates, and from experience I know it is very hard to negotiate by 'voting' which decides the fates of corporations and nations with so many different views and sides.

Private contracts and such can be made afterwards, perhaps based on what is negotiated in the summit. However, the objective of this summit is to simply talk, nothing more.

As for the Zoner matter, my opinion is that so many delegates are unneeded, as Mister Ward suggested, a representative could be sent on behalf of the many freeports, and the three larger zoner groups their own delegates, as they control a much larger power.

Of course, as this Summit's objective is to state opinions, it might be important for each Freeport to send their own delegates, however, the Republic and Enclave are only bridges, the host of this Summit will be Freeport 1, the decision is theirs.
