Well why would one fly a pirate train or transport with smuggler ID? For lawful purposes? This just labels him out that he is most probably aiming to work for smuggling and illegal trafficking of goods. This should make the target questionable by means of policing authority even if he does not hold contraband in his cargo at that moment in my opinion.

I'd fly legal cargo in a pirate transport with smuggler ID just to mess with the police/military's heads;)

I'd be more inclined to haul contraband in my house transport with a Trader ID.
