Corse are criminals in the eyes of the Crown. Their own activities make that clear. Also the NPC relation of the Corse is Hostile to the Crown. Remember Corse are an unlawfull faction in Gallia, and thus would be treated openly as any other criminal would. And not all Corsicians will like being treated like that. It is like saying, where the term Corisician came from, that the French Connection was very polite to Americian Officers when their Drugs were confisicated by americian authorities. No, they would make sure that the Officers did not get the drugs, resulting in firefights. It would also be like saying that the Mafia in the 20-30's wouldn't shoot an officer if that officier wasn't on their payroll or is attempting a case against them. (Mafia style of rule was used by the French Connection, as well as other Gangs that are known today as Corsician Families.)
Not odd, but have fun ignoring the best part of UC gameplay and that is the slight line between being hunted criminals and honorable business men, this way.
