@ an idea im gonna bounce off someone. If i caught a smuggler would several Nuke mines around them be something to dter them from trying to run?

I've got only one comment here. Since the LSF and SA are the "official" factions charged with maintaining the peace in Liberty, anyone "not" a member of LSF or SA should not be attempting to enforce Liberty law. For example, just because you can buy a military ship, military ID and get a military tag, it doesn't automatically give you authority to enforce Liberty law. IMHO you'd have to be a member of the LSF or SA. Otherwise you are just a mercenary or civilian attempting to enforce the law.
