Well there's some truth in that. If you go into deeper space you will find police and military patrol paths but there are some place that you would not. For example take the battle fought last night against the Phantoms at Alcatraz. It should be a very bad spot for LSF/SA to choose to fight but the NPC's and base is so weak that there is simply nothing to stop us. If Alcatraz had the defenses it should have then we would have no choice but to pick a better battleground. The same works in reverse in most house planets and bases that do not have a NPC battleship permantley station there.

You do see NPC pirates flying close to bases and planets. I'm talking about balance here. If you claim pirates are OORP for pirating near planets then you've gotta make the same claim for police in open space.

NPC Cap fleets should spawn less but be more powerful and only spawn near planets and bases. Bases should be more powerful to discourage enemies from venturing to close. I do not want a rule to enforce this. Rather I would like to see stronger guns and NPC's around all bases to give players no alternative but to RP better.

Speaking of forcing RP by increasing the damage done by roaming NPCs. Traders would no longer say "I'd rather die than pay" if they knew they'd be starting over in a Starflea when they died. Would be nice if after a player is killed they started back in a Starflea ... but too difficult I suppose. Maybe they lose 10% of their cash on hand when they die ... they'd be more inclined to pay if they recognized its actually cheaper to pay the pirate. I mean I always get the excuse "its cheaper for me to lose the cargo than to pay you 2 mil." Well ... in RP land, it would actually be more expensive because you'd have to buy a new ship and equip it.

Yes it is unlikely you would come across military patrols in for exaple a well known pirate hangout ice cloud, but that wouldnt mean you could not be hunted there. It is up to the best RP'ers to regulate themselves in this and encourage newer players into good RP habits. It is not possible to create a rule for this.

Um ... you're talking out of both sides of your mouth here. You are saying I can be hunted near my bases ... but I cannot pirate near your planets? Um ... explain where this is balanced? This is a bit hypocritical don't you think? If we say pirates cannot pirate traders near planets ... then ... police / military / bounty hunters cannot hunt pirates near their bases.

Hope all that makes sense, I think it would be for the best but do not take that as a whine against how things stand. Only how things could be possibly improved.

How things should be ... as you and many here are lobbying ... is to take pirates out of the equation so traders can operate freely while pirates can be hunted at will.
