@ Kress: Ok ... same would go for lawfuls flying around unlawful bases and avoiding unlawful systems. Why would a lawful character enter Humboldt, Puerto Rico, Cassini, Vespucci, etc etc etc? They should also avoid areas where pirates are known to be present ... those clouds, rocky areas and such off the beaten path. I mean ... why would a trader leave the trade lanes unless he was smuggling? RP anyone?

Did I say something implying that, lawfuls should be flying in unlawful systems? They would only need to do that in very serious raiding operations. And if the police and military are in their ZoI they will always have the right to make sweeping patrols in the appropriate routes. This should not mean camping outside a pirate base and bashing and pounding eternally. It could only happen if they caught the pirate on contact who fled to a nearby base for backup or anything else. You can't stop lawfuls trail the pirates at all. Same goes for the pirates chasing traders.
