let me give you an explanation of the background.

It is well a well known fact that New York, one of the most populated systems in Sirius, has a problem with the so called Harris Syndrome.
It is often even described as a mental disease.
The Republic of Liberty is enforcing conscription to make Liberty a secure place to live in by holding up the security within and outside by securing the borders.
Due to budget cuts it is not possible to submit extended medical surveys on each recruit. It is also not possible to have each new recruit accompanied by an experienced primary forces officer.
These new recruits are not experienced enough to handle long stays in space. The possible consequences of skipping scheduled rest times are often underestimated by them.
An ill person is not easy to be recognized by primary officers on duty. Instead they are showing irrational, sometimes even aggressive behaviour when encountering foreign or suspected hostile pilots.

Most lawful forces including some individuals like some Zoners or most honorable pilots flying ship with [The_Angel]-tag are trying to help these unexperienced pilots to get threatment. It is also of great importance for me personally to remind new pilots of their rest times and to familiarize them with our laws and rules of conduct.

On the other hand there are pilots like Nuuskamuikkunen. He seem to be not interested in helping them at all, instead he seems to just look out for them and abuse their erratic behaviour to cause disfavour between the lawful forces. There were even shootings between LSF and Navy caused over an argument regarding Nuuskamuikkunen.
While this behaviour is unhonorable in first place, it is a potential security risk in second place.

Untill now I still see no reasons, why he is seeking to destroy harmony and security hold up by our lawful forces. He is basically disturbing the progress we archieved so far in fighting the Harris Syndrome.

I hope Nuuskamuikkunen will recover fully and come back without hatred and rage but the wish to do his part into turning Liberty into a place pleasant to live for everyone. It is his home too, as far as I understand.
If he shows understanding and is willed to work with - and not against - the house that is providing shelter for him, we might even grant him amnesty.


As for the shooting of his vessel, you said you have access to the blackbox of his ship. If you want the LPI to investigate the shooting, you should provide us with all the material you have got or prepare a report as stated in Liberty law section one paragraph six.
