Rheinland BS in Hamburg is deadly, trust me.
I don't know for everyone, but that one in Hamburg is pretty close to Brettonia Battleships now.

Kusari BS are weak, Liberty ones are ok.
I guess some boost to Kusari BS would be nice.
Give them some kind of a big weapon (All BAF BSs have something that looks like battlerazor, but much faster and better refiring).
