The technicalities of the percieved issue can be argued until the end of time, but I think my point stands. You go near a stationary battleship, and you die. There are differences in firepower and accuracy, as you say, but you put a player battleship next to a stationary one and the results are horendously bad for the latter.
Maybe the Kusari ones need a bump in power, but the others in my experience keep my finger on the nanobots button. Dont nerf their power unless you put those custom NPC battlerazor cannons on the NPC patrols. Then we'll really be in trouble.
