Interestingly, bandersnatch seemed to acquire the Navy tag by running a few missions for them early on for quick cash. I soon turned pirate, but kept the Navy tag for a while longer even though they hated me! I might try doing this with a new character and a different faction.
I believe you can tell when you have a tag by the faction at the very bottom of the list flashing. You will need to do things to annoy the Navy, to the point that they really hate you, in order to lose the tag. Don't worry, you can make up with them later. It's not just the tag though that makes you appear hostile - you could just try and make yourself neutral to as many factions as possible, and more players would appear neutral to you. You wouldn't have to lose the tag to do this, I don't think.
I don't really understand fully how the tag system works, maybe someone here does. I've tried to gain criminal tags, like 'Corsair - bandersnatch', which would be cool, but haven't been succesful. Maybe a character only gets one chance at a tag. I've never really paid that much attention to tags before.
