No it wouldn't Freelancers and guards are examples of factions with no negatives!!!!!!!!!!!!

They are good examples of what would happen if we reduced them.

Stay away from killing their friends and they stay where they are....

Help them and they go up....

Kill them and they go down....

Nice and simple... and a lot more sane than killing Corsairs suddenly makes you buddies with both BH and Outcasts.
