2 questions about the mixtech nerf

I'm guessing civilian tech won't receive any modifiers for anyone. The whole point of civilian tech is that it's as generic as humanly possible, and therefore ridiculously easy to maintain and integrate with other technology. I'm not sure about BW tech.

Freighters and light fighters only get a speed boost in cruise. The impulse and thrust speed isn't affected. I also thought the Dragons had their own LF?

In fact, all the dev talk I've heard points to them making white cell tech on par with civilian tech of the same type. So everything will probably be balanced with civilian tech as a baseline and pure faction tech being some degree better than civilian tech.
