I think actually, a bit different.
If you have NPC's flying in some system, it's your ZoI.
If you have a base in some system, systems connected to that one should be available as well.
That's how Keepers made their ZoI.
For example, Gamma is their ZoI only around Kappa JH (Because, only there can Nomad NPC's be found).
Anyway, it's settled, so no more arguing on this matter is needed.
