Lack of Outcasts

Been off-line for a few weeks but let me hazard a guess.
Right now, the Outcasts don't even have a bounty board. They do everything they can to encourage everyone except their own. They pay all and sundry but don't reward their own. Don't believe me?

I'm happy to be corrected (I'd love to be if I'm honest honest) but can someone point me in the direction of the bounty board for Outcasts?
You know, Outcast ID'd vessels?
The only reason you get any Outcasts is because the 'other one' can't use caps. Otherwise, guess what?!
As such, Outcast RP is dying as the only Outcasts you see outside of Alpha are cardi haulers (I won't call them 'credit farmers') or cap pilots (see above for reasons).

I'm not going to start some rant at a specific ID here because frankly, I'd don't want to cover old ground.

Other reasons?
101st...I don't know whats going on there with this bounty board. Not sure why, as the Outcast officials, you promote non-outcast rp over outcast rp but having known you for many years, I'm sure you have your own reasons.

I am totally confused and from what I understand from others, so are they.
Right now, Outcast need some recognition but more importantly, they need others to recognise them for what they are. It's all well and good being something to scare children with storys of at bed time but in the old days, they scared everyone. Right now, trade routes don't favor them. Sigma 13 was a warzone between Outcasts and Corsairs over pirate rights to one of the busiest trade runs in Sirius.
On that particular note, I sincerely hope they get some love in .86
