Renzu Liner is open use, you may use it freely with any ID that allows you to use transports up to 4k or so cargo.
But 400 millions for it (''')( ;..; )(''')

EDIT: Gallic Liner is useable by Gallic factions that allow to use ships of that cargo size.

Ah, excellent, I thought IDs still had the specific Liner permissions, not just cargo size.
