Yes, well, that's the same problem as with Oscar.
The movies that get the awards are most of the time the movies that came out few months before the awards.
The ones from 10 months back are forgotten.
I see what you mean, but i simply don't have time to read "all" RP stories.
But more then half, yes i did.
And that thing you said is like a everlasting question :
"Should illiterate/uneducated men be allowed to vote on the elections?"
There is no way to make a official vote about this one, because, it wouldn't be fair for people to nominate other people, while they didn't read "all" RP stories.
That's why this is only for fun, i guess.
