Is it possible?

The idea is to make dead systems a bit more alive.
For example - Some random system which is unpopular among the most of community, and me wants to play there instead of NY.
When I come there to shoot up some hi-ranked NPCs I see nothing because of full server.
So, is it possible to have such solution:

~198 players on server
Current dead system XYZ:
0 players: 0% of NPCs
1 - 3 players in it : ~70% of NPCs are spawning in THIS system.
3 - 6 players in it : ~ 40% of NPCs again only in XYZ system.
6 - 8 players in it : ~10-5% of NPCs spawning.

Local spawn control, is that possible?
