It's more or less been stated, but I think that it was more or less that global did not understand the policy of the LSF. I agree with Xoria as we should all place our policies in the same place. I believe they are all probably stated in the faction threads, but not sure exactly. When I redesigned SF's, I tried to make it as clear as possible, including the fines that each person would get for smuggling or other illegal things.

would a police / navy destroy a transport with 100 innocent people just cause the rest of the cargo is cardamine?

I wouldn't expect any police agency to do this in their right mind, but that's not to say it hasn't been done before. A military, on the other hand, might do this. It's highly situation dependent, though. If it's a simple domestic case, then they would probably put surveillance on them to catch them later. On a more international note, though, I can see a military doing this. Germany did it, more or less to the U.S. prior to WWI, and we were transporting both passengers on cruise ships in addition to supplies for the allies. The U.S. bombed hospital in Iraq during the first Gulf War because they were holding arms within them thinking the U.S. wouldn't attack. Not to say that it's morally justifiable, but I would think a military is perfectly capable of doing this in Freelancer.
