Strictly speaking, the LSF aren't a police force, the LPI.inc is (Liberty Security Force vs Liberty Police Institution incorporated). Both are financed privately however.

The LSF are meant to be a reserve special force, I thought from my impressions of the story line. They aid the Liberty Navy in larger operations and take away mundane tasks from the Navy such as scanning ships and general lower priority patrol routes. They are a hybrid of police and military in a sense....

I think that maybe smugglers should only attempt to dock on planets if there aren't any police around or if they are busy fighting. Rochester is there for a reason I think?

I think what the RM does, which is jump into a system within Rheinland and say "All ships report to X location for inspection" is pretty silly, but no body stops them. If that is abuse of power, then its been going for a long time without complaint. I honestly believe that if you want to stop someone, you should scan them first. Or AT LEAST have them on your scanners.
