As far as the issue with the LSF destroying the ship with passengers aboard... Well, that would be completely open to interpretation. First off, the police down on Manhattan would surely have been made aware that this criminal would be docked there. So, who would board this probably publicly wanted man's ship. Good upstanding citizens of Manhattan? I doubt it. It would stand to reason that the passengers themselves would be, at the very least, shady individuals themselves. Not to mention the fact that a portion of the cargo survives when the ship is destroyed... So minimal collateral damage is accepted in order to bring the criminal to justice.

Its a bit of a stretch to say the passengers were shady. They are more likely unwitting participants at best. The poor usually don't have much choice as to who they receive transportation from.

As for the collateral damage, the "majority" (probably on the order of 90%) will die in the destruction of the vessel. Take into consideration that a pirate destroying a transport carrying 4400 passengers. The most that will be dropped is 180 (period). So 180 out of 4400 ... not very good odds for survival. The Titanic comes to mind ... not enough lifeboats to save everyone.
