IDs and mechanics in general are carefully amended to cushion players from ever having to feel loss or defeat.
The Dev Team is so afraid of giving legitimacy to griefers. So instead of addressing the source of the problem they marginalize entire groups of players through the ID and then just to be safe they nerf potential of cargo piracy by nerfing the drop quantity and by removing Cruise Disruptors from popular transports.
If you want to make money as a cargo pirate you'll need a friend who can dock on lawful bases, which makes the pirate train even more useless since you shouldn't really be docking on lawful bases with it. I won't be surprised when they finally nerf the CD on the PTrans - they don't have a problem with Gunboats camping popular traderoutes but heaven forbid somebody wants to use a transport to hunt and fight other transports.
It's more profitable and there's less QQ if you simply camp the lanes with a gunship and demand ridiculous amounts of credits. I encourage people to stay away from cargo piracy because you will get metagamed blatantly and people in general will simply hate you for what they feel is a personal attack against their videogame experience.
