Yes, it's new, I hardly see how it being new is an issue. Considering our old ID did not take into account that we were at war with the Corsairs, as the ID was written when we were still allies. As such there was no need to include a line to demand artifacts. Now, it's obviously not quite the same, and I don't see any real RP Reason the Coalition wouldn't try to hamper the Artifact trade.

Why not tea then? You are at war with the Bretonians, they are the primary providers of tea. Why some products of your enemies and not others?

By the way, the SCRA and Sairs went hostile way back in 84, so the 85 ID thing is not really a good answer for the change. Youre about 3 and a half years late for that party.

Edit: let me clarify abit. The things the SCRA could demand before was Slaves and Cardi. Both of those make sense by the RP of the faction. Cardi enslaves humanity and the SCRA are all about saving the common man. Slaves is pretty much the same idea. Artifacts dont fit into this. Seems the only reason to go after Arties is to hurt the Corsair trade, which begs the question, why the Corsairs and not any of your other enemies?
